On August 30, NMPA issued the Guiding Principles for Capacity Building of Cosmetic Inspection and Testing Institutions. The Guiding Principles can be used as a general guide for capacity building of inspection and testing institutions, as well as a reference document for the regulatory authorities to carry out system building and capacity evaluation. The capacity-building level of cosmetics inspection and testing institutions adopts three levels: A-level “comprehensive ability”, “B-level” and C-level “conventional ability”.
