At the beginning of January, the Ministry of Commerce and the General Administration of Customs jointly issued Order No. 91 of 2025, publishing the 2026 “Import and Export License Management Catalog for Dual-Use Items and Technologies,” which will officially come into effect on January 1, 2026. The catalog adds controls on chemicals and special metal materials and clarifies the import process for radioactive isotopes. The list of “pre-precursor chemicals” has been expanded to include: 4-piperidone and 1-tert-butoxycarbonyl-4-piperidone.Tungsten-nickel-iron alloys and tungsten-nickel-copper alloy products will be controlled for export under specific conditions.
