China Policies

In May 2015, “Made in China 2050”, the State Council accelerated the integration of new generation information technology and manufacturing technology. Intelligent manufacturing was taken as the main direction of deep integration of the two modernizations. Intelligent equipment and intelligent products were developed to promote the intelligentization of production process.

In July 2015, the State Council put forward the guidance of the State Council on actively promoting the “Internet +” action, and the State Council listed AI as one of its 11 key actions.

April 2016 “Robot Industry Development Plan (2016-2020)”

In May 2016, the “Internet +” three-year action plan for artificial intelligence was put forward by the State Council. By 2018, the artificial intelligence foundation and innovation platform were built, the AI industry system was basically established, and the core technology breakthrough was achieved.

In July 2016, the State Council developed a new generation of information technology in the National Science and Technology Innovation Plan of the 13th Five-Year Plan. In the aspect of artificial intelligence, it focused on the development of large data-driven human-like intelligence technology and methods, and made significant breakthroughs in the direction of human-like intelligence based on large data analysis.

September 2016 “Special Action for Innovation and Development of Intelligent Hardware Industry (2016-2018)” Ministry of Industry and Information Technology, Development and Reform Commission focuses on the development of intelligent wearing equipment, intelligent vehicle equipment, intelligent medical and health equipment, intelligent service robots, industrial-level intelligent hardware equipment.

November 2016 “National Strategic Emerging Industries Development Plan for the 13th Five-Year Plan” of the State Council develops artificial intelligence, fosters the industrial ecology of artificial intelligence, and promotes the integration and penetration of artificial intelligence technology into various industries.

In March 2017, the State Council’s “Artificial Intelligence” report was first written into the national government work report: on the one hand, it is necessary to speed up the training of new materials, artificial intelligence, integrated circuits, biopharmaceuticals, fifth generation mobile communications and other emerging industries; on the other hand, it is necessary to apply big data, cloud computing, Internet of Things and other technologies to accelerate the transformation and upgrading of traditional industries, and take the development of intelligent manufacturing as a task. Main directions.

In July 2017, the State Council issued the Notice on the Development Planning of the New Generation of Artificial Intelligence. The State Council set three strategic goals for the development of the new generation of Artificial Intelligence. Artificial Intelligence has risen to the national strategic level. By 2020, the technology and application of artificial intelligence will keep pace with the advanced level of the world. The scale of the core industry of artificial intelligence will exceed 150 billion yuan, which will drive the scale of related industries to exceed 1 trillion yuan. In 2025, the basic theory of artificial intelligence will achieve a major breakthrough, and some technologies and Applications will reach the leading level in the world. The scale of the core industry will exceed 400 billion yuan, and the scale of related industries will exceed 500 million yuan by 2030. Artificial intelligence theory, technology and application have generally reached the world’s leading level. The scale of core industries exceeds 1 trillion yuan, and the scale of related industries exceeds 10 trillion yuan.

In October 2017, the report of the 19th National Congress of the Central Committee on Artificial Intelligence was written into the report of the 19th National Congress, which will promote the deep integration of Internet, big data, artificial intelligence and real economy.

December 2017 “Three-year Action Plan for Promoting the Development of a New Generation of Artificial Intelligence Industry (2018-2020)” The State Council takes the deep integration of information technology and manufacturing technology as the main line, and focuses on the industrialization and integrated application of the new generation of artificial intelligence technology to promote the deep integration of artificial intelligence and real economy.

In 2018 March 2018, the government’s work report, the State Council’s artificial intelligence was again included in the government’s work report: to strengthen the research and application of the new generation of artificial intelligence; to promote “Internet +” in the fields of health care, pension, education, culture, sports and other fields; to develop intelligent industry and expand intelligent living.

19 provinces (municipalities directly under the Central Government and autonomous regions) have issued 26 special AI policies.

Standardization

Standardization guideline on national Intelligent Manufacture 2018, MIIT & SAC

  • By 2018, over 150 intelligent manufacture standards have been revised, covering basically fundamental universal standards and key technical standards
  • By 2019, over 300 intelligent manufacture standards are expected to be revised, standards system will be completed.
