On 2nd February, SAMR published draft “Regulations on Consumer Goods Recall Management” for public comments           The definition of consumer goods in the Regulations refers mainly to the Consumer Rights Protection Act of China, the Consumer Safety Act of the United States and the International Standard Consumer Recall-Supplier Guide (ISO-10393). Consumer goods refer to products sold or provided to consumers for life, study, office and leisure purposes. These Provisions are not applicable to food, medicine, tobacco products, aircraft, ships, motor vehicles, special equipment, fireworks and other products managed by special laws and regulations.            The catalogue management of consumer goods recalled has been abolished, and all consumer goods that fall within the scope of the adjustment of the “management regulations” should be recalled as long as there are defects.            the former promulgated “Regulations on the Management of Children’s Toys Recall” (July 24, 2017, AQSIQ) and “Measures for the Management of Defective Consumer Goods Recall” (October 21, 2015, AQSIQ) shall be simultaneously abolished and included in the scope of “Regulations on Management” from the date of publication. t Table 6
