Overview July 1, 2012, China State Administration of Work Safety published the final version of the revised Measures for the Administration of Registration of Hazardous Chemicals (SAWS Order 53). As one main supporting law under the Decree 591, this revised regulation has taken effect since August 1st 2012 and replaced its predecessor version that had been released in 2002 by the former State Economic Trade Commission, a comprehensive administration set up in 1993 and repealed in 2003. SAWS Order 53 establishes a powerful database of hazardous chemicals by adopting the internationally accepted registration system on hazardous chemicals, and provides technical and informative support for management on hazardous chemicals, accident prevention and emergency rescue.
